This procurement is an Internal Security Fund (ISF) funded collaboration of parties called “BroadEU.Net Stage 2”.
It is a joint procurement, where the Group of Procurers (GoP) is comprised of 16 entities from 16 Members States. The GoP is responsible for communication and information services and systems used by public safety responders. Public Safety Communication Europe (PSCE) is representing the different procures. The needs of the Group of Procurers were identified during the BroadMap study (BroadMap): http://www.broadmap.eu/, which ran from May 2016 to April 2017, and involved a partnership of 15 potential end users from 15 countries and 48 other supporter organisations. BroadMap implemented a “Coordination and Support Action” to guide the future procurement of R&D, networks and devices and their deployment to realise new interoperable broadband networks, and the ecosystems of applications and services to support the PPDR and critical communications community.
The needs of end users were captured in a publicly-available deliverable (D3.3, 2016 of BroadMap), which turned out to be a fundamental input for the subsequent BroadWay PCP: https://www.broadway-info.eu/broadway-pcp-schedule/, which lead to the procurement of innovation solutions to develop TRL8 technologies to enable a pan-European interoperable broadband mobile system for PPDR. The systems were provided and demonstrated in the last phase by two consortia led by Airbus on the one hand and by Frequentis on the other hand.
